EMILY D. BARNES has legal experience advising clients regarding domestic compliance with evolving congressional lobbying procedure requirements, state legislative requirements for product labeling, and international trade issues related to qualifying tariff rates and rule of origin requirements specifically between NAFTA and non-NAFTA member countries. Ms. Barnes’ experience also includes involvement in litigation in the International Trade Commission concerning federal anti-dumping legislation and threat of injury analysis, and providing analysis as a consultant on state and federal elder care personnel training requirements. More recently, Ms. Barnes’ legal experience has extended to automobile dealer franchise matters and transactions, defending class action lawsuits based in consumer protection and fair labor standards, defense of sexual harassment and retaliation claims, federal regulation of credit repair organizations, as well as insurance regulation and fraud.

Prior to earning her law degree, Ms. Barnes worked as a law clerk at Porter Wright Morris and Arthur, LLP and at the Department of Justice (Legislative Affairs), and as a consultant at Booz Allen Hamilton where she contributed support to the Federal Bureau of Investigation Center for Intelligence Training (ACES), the Navy, Directorate of Intelligence, Defense Intelligence Agency and the Central Intelligence Agency Counter Terrorism Center.

Ms. Barnes graduated with honors from the University of Maryland (B.A., International Development; Thesis: Microfinance and Its Effect on Women in Developing States) and the George Mason University School of Law (J.D.). Ms. Barnes is licensed to practice law in Virginia (District of Columbia licensure pending), and is a member of the Virginia Bar Association, Fairfax Bar Association, Women’s Bar Association of the District of Columbia and the American Bar Association, as well as Phi Alpha Delta Law Fraternity, International.
